Background
Peoples living together to explore and develop nature as a basic
problem for human evolution, has aroused the attentions of all
over world long before.
Since Sustainable Development was introduced (not only for
the benefit of the contemporary but for offspring’s benefit
as well) by WCED in 1987, the UN Environment Office defined
the conception of Sustainable Development by the announcement
of Declaration on Sustainable Development in May 1989. The 1992
session of World Environment & Development Congress in Rio
de Janeiro Brazil, reached two consensus, one of Rio de Janeiro
Declaration of Environment & Development and the other of
21st Agenda. This meeting was regarded to be the first with
the largest attendance in the history of human development and
the UN, and have obtained obligations of the highest level from
all over the world.
21st Agenda says: “the top objective of human settlements development
is to improve the housing, society, economy and environment
for all people, especially the living conditions and work environment
for those poverty people”. This statement becomes the global
mission by widening the problem of human settlements from the
specific view of scholar and engineer to the popular one. Since
then, UN held the second round session of World Environment
& Development Congress in June 1996 (City Forum), drafting
the global projects: “Sustainable Human Settlements Environment
in the global urbanization” and “Suitable house for Every one”.
CPC (Communist Party of China) and China government brought
forward the Sustainable Development by summing up the history
experiences and the lessons of Remedy after Pollution in western
countries. In 1994 the State council promulgated the China 21st
Agenda, the first of this kind in the world, proposing the strategy,
policies as well as regulations on Sustainable Development.
In 1996 CPC and China government made clear the adoption of
two strategies of Science & Education for national rejuvenation
and Sustainable Development.
In China, Mr. Langyong Wu, Mr. Ganshi Zhou as well as Mr. Zhiqun
Lin introduced the new discipline of Sciences of Human Settlements
based on the current situation of China and the construction
industry as well as the ideas of EKISTICS: The Science of Human
Settlements, which was founded by C.A.Doxiadis, a Greek architect.
The discipline studies the human settlements (rural areas, town
and city etc.), mainly discussing the interrelationship between
people and environment. It stress the research of integral part
on human settlements rather than the only one special part or
one aspect in human settlements currently discussed by other
disciplines such as City Planning, Geography and Sociology.
The goal is to learn the natural laws on in human settlements
for the construction of better human settlements environment.
The Sciences of Human Settlements is an open knowledge system
on the many subjects involved in the research of urbanization,
which analyzes the problems systematically based on specific
matter according to the current China situation and the ideas
of other sciences

Scope and tasks |
1、 Uniting the enterprises, research institutes
the other interested party to study specific subjects and
make achievements in various aspects of scientific research,
planning, designing, developing, construction and management
on human settlement under the scheme of strategy of national
sustainable development.
2、 Encourage the usage of environment-friendly materials and
awareness of environment protection in the process of foundation,
planning, design, construction and management on the project
of human settlements.
3、 Providing consulting service to improve the living quality
and human settlements environment.
4、 Providing consulting service to government agency and members
on their instructions.
5、 Disseminating through various means the policies and regulations
on Human Settlements, exchanging the relevant information,
publishing the books, texts and other relevant materials,
training staff of management, designing and research.
6、 Organizing activities such as academic conferences and training
program both domestically and internationally to promote
the NGO technological co-operation.
7、 Granting awards to the good project, enterprise as well as
people for their contribution to human settling environment
and exchanging the experiences for the healthy development
of China human settling environment.
8、 Contribute to the research and development on China human
settling environment.

| Membership |
1、 The requirements on membership
to this committee are the same as the head committee.
2、 Membership for organization consists of government agency
such as Planning & Designing Office, Land Resources,
Construction, Environmental Protection as well as real
estate enterprises, academy and relevant research institutes.
3、 Individual memberships are scholars, managers and directors
with high level qualifications, rich experiences and integrity
and awareness of public welfare.

and Working |
1、 Under the leadership of China Real Estate
& Housing Research Association, conducting business
under the name of China Real Estate & Housing Research
Association within the business scope.
2、 The main business model is to providing consulting service
to specific client on policy of human settlements environment
as well as special technology.
3、 Organize the Experts Panel.
4、 Set up the project team to carry out the jobs.
5、 Organize the activities such as technical inspection, authentification,
consulting in its Experts Panel.
6、 The personal engaged in the above activities without authorization
of China Real Estate & Housing Research Association
can not represent China Real Estate & Housing Research
Association.
7、 Compile the professional books and magazines for the exchange
and publication of information.
8、 Regularly organizing activities such as academic conferences
and training program both domestically and internationally
to strengthen the communication and understanding and to
promote the NGO technological co-operation.
9、 Regularly initiating promotion activities for the new materials,
technology, and innovation forum to improve the management
and industry development.
10、 Regularly reporting to the head
committee in writing on the latest development of daily
operation.

| Structure
& Staffing |
1、 The committee has one General Director
Committee Member (GDCM) with tenure of two years. The first
session will be appointed by head office. The successor
is to be elected and approved by head office.
2、 The Deputy Director Committee Members and their subordinates
will be nominated by GDCM and approved by head office.
3、 The Congress of Members is highest authority and it will
be held every four years.
4、 Management Committee is elected and approved by head committee
with tenure of four years, which serves as the executing body
during the recess of the Congress. Management Committee members
will be conferred the certification after election.
5、 The secretariat is set up as standing committee under the
directions of General Secretary and Deputy General Secretary,
who will be nominated by GDCM and approved by head office.
6、 The head committee is located in Beijing and the branch office
will be set up according to the situation.
7、 Staffing of Experts Panel.
CCHS plans to set up a Experts Panel of 10
~ 20 peoples. The main purpose is to provide advisor service
as well as consulting service on human settlements environment
to various levels of government agencies, public institutions
and enterprises. The member includes the officials, technical
experts, scholars from Ministry of Construction P.R.China, Beijing
as well as other provinces and cities with high level qualifications,
rich experiences and integrity as well as awareness of public
welfare. Through the personal application as well as expert
recommendation, the applicant shall be examined and approved
and then conferred certificate by head committee to become a
member of Experts Panel. The tenure of membership is two years
and CCHS reserves the right to reappoint according the actual
situation and his or her performance. |
